Fallout 3 PC problem..please help?

So i purchased Fallout 3 GOTY for the pc via Steam,but everytime i start a new game it just freezes right after the "war never changes" dialogue sequence,When i installed it via steam it says the game was auto set on High,after i tried it once on high,i setted everything to low.
but then it freezes again.
What's wrong?

My specs are
Intel i30330M Processor(2.13GHZ,3MB L3 Cache)
ATI Mobility Radeon HD 5650 up to 2746 MB HyperMemory)
15.6 Wide XGA Glare 3D

4GB DDR3 Memory
320GB hard Druve
DVD Super Multi DL Drive
Acer Nplify 802.11b/g/n
6 Cell Li-ion Battery
My Operating system is Windows 7 64 Bit

Go to your game library. You can get there by clicking on the steam shortcut on your desktop or in your program list.
Right click on Fallout 3. On the drop down list click properties. Click on local files tab. Then click on "verify integrity of game cache."
If that doesn't work go back and right click on Fallout 3. Click on "view forum" and check out their technical problem solutions.

I looked at your specs and you should be able to run this game in low if not a little higher.
